Changing rules?

Since when in the real world are you allowed to make that an excuse? As I have always been told and heard many lawyers, judges and law enforcement officers say: "you are responsible to follow the law (rules) in place at the time. Even if the law (rules) change later you are still responsible for what existed at that time.

But likely Verizon has enough money to buy off anyone who might desire to try to enforce the rules so.......
