Are you using Opera by any chance? If so uncheck fit to width and see if that works.
If you are not using Opera then I'm not sure whats wrong.

Alright, I tested this application. It doesn't work properly on notebooks which use Intel's SpeedStep technology in which if the CPU isn't running it clocks down.
My CPU only clocked at 900 MHz which the true clock speed is 2.0 GHz.

Compare your screen capture with howie1  's. Noticed that the % CPU and Mhz analog gauges in your screen shot have like a second graphic with a large gray bar at bottom -- which is probably causing the items below not showing.
If you have not already tried viewing with your display setting at 96 DPI, should try just to see if it still happens. If it works OK at 96 DPI, then try it at 120 DPI. So far all the Windows systems I've seen the two default DPI settings are 96 and 120.
If using a LCD display, is the 1024x768 the "native" resolution setting?

Some would say it makes it a better app (a true exe for example). Delphi used to be the choice of hackers everywhere as it was a very powerful language that let you do everything (GUIs, OS, database, etc) easily, and I might still argue it has the best object model going. Due to all the going ons at Borland with poor management, Delphi took quite a hit, but apparently there still are some Delphi coders out there  .
