They've always worked at their full speed. If anything, I find that when they get stuck, pausing them and then resuming them will get it going again. But if it was an issue with GTA IV fans downloading the game, the slots might have ran out or the content server crashed. I ended up just clicking on the game name (as you would when you want to play) and then the download started.
