Look at what’s happening to the governor of Illinois Not indicted because he didn't break the law. In fact the report notes he didn't break the law. Being a poor mgr isn't an indictable offense - just one that is fireable in private industry. But the gov't never fires poor performers - they usually promote them.

now that this report has come out, Martin is probably now on W's list for the Presidential Medal. He certainly seems to embody the values of the administration:
