If you're using a wireless router, first try plugging a PC directly into the modem via ethernet and retest- wireless issues often do cause low throughput.

If everything there is OK, and your stats (snr, errors, etc) are ok, call back and ask if there's evidence of congestion on the path- with the growth in subscribers and utilization per subscriber constantly rising, it happens.

@qwest.net		 How do i test for the stats (snr, errors, etc ...) - I assume that the CSR checked that when he said the line was "clean"
