Likely water is getting into the copper lines causing noise and interference on the line. If you notice static on your phone when it rains then that is another clue that water is getting into the line. Next thing to do would be to see if the noise is from inside wiring or outside - to do that you would have to check the noise at the NID when it rains. Noise at the NID would mean the problem is between the CO and the house and the ILEC should be able to take care of it if you complain about noise on the voice line.
I can't see the fuse is blown - not sure if the power in the phone line would be enough - even if water did get into the copper wire. I am sure someone that knows better than I do can answer that question.
this is a different version of the modems that stopped working the modems that stopped has a ceramic telecom fuse I have replaced the fuse then it was fine onece before the picture is a version 5 modem the version 3 has this type of fuse.
the inside wireing was replaced have a dsl splitter installed in basement. I don't have any noise on any of the phones. It just affects the internet only
modem and router are on a APC the fuse keeps popping on the phone line side of modem the modem powers up fine except it will not sync up to the dsl network at all until i replace the fuse. I do have a newer network interface box outside that is grounded to the outside faucet.

I'd sure re-check the ground and make 100% sure it tests as grounded and not as an open circuit. There is an epidemic of installs that are truly not grounded.
