They mostly pick places where they don't have to compete with anything but satellite. That started to change in my area when Verizon released FiOS service in Denton, TX and AT&T released it's U-Verse product in Ft. Worth.

Charter dies when a competitor is introduced.

Rarely to I cheer for a company's painful demise... but I hate Charter with a passion.
