Capping during prime time hours, who would've thought! I think it is a brilliant idea to do this. If they have problems with congestion, then it will be the worst during prime time. Limit any heavy user during that time should help the issue. Make the time slot 3pm to 10pm! Whatever it is, I can still schedule torrents to download/upload whenever I want. Hell, I typically don't do it during the middle of the day anyways because I want to use the web and not effect any other users on the internet connection.

BUT, where is the money in this? None for ISPs. Can't make a profit unless someone goes over some specified limit and pays overage charges.

A good compromise only if this is not used to undermine infrastructure updates. If throttling is necessary, than something needs to be done to relieve the congestion besides reducing usability. This should be a temporary fix when things get crazy, but I don't think it should be a long-term solution to congested networks. I hope my FiOS connection is never throttled outside of standard networking protocols.
