| Amusing As an extremist Libertarian, I don't support interventions in the market...that said, this is a legitimate course for the government to take action--the ISPs are advertising "unlimited", but, in actuality it is very limited, no doubt there have been a number of people defrauded by this false advertising, and that, IMHO is one legitimate function of the government; to settle fraudulent behavior and fine+punish it as such.
