Re: Same reason the DMV gets away with some questions... May I respectfully suggest that you read your California Vehicle Code? Specifically Section 22350, titled, "Basic Speed Law" (and now, I must go back and edit a prior post, for failure to actually open my C.V.C. to the relevant sections, for I have posted incorrect information).
