Doubt it. The ISP's that DON'T offer caps will see a HUGE influx of new customers. Caps kill me.... they're nothing more than yet another way for ISP's to squeeze more money from their users. What have ISP's done with all the money they've collected for being dumb pipe providers over the years? Instead of making improvements to their infrastructure, they've been stuffing it into their bank accounts. I'm sorry but if 2% of your user base is hammering your network, and this is causing you problems, they're either A) lying about those 2% of users causing problems for everyone else, B) Have ignorant network admins and are clueless about building a state of the art network or C) just out for more money.
