before getting rid of the cable boxes it was in the high 20's

ping time to the east cost is avging 88ms it used to avg 100ms or so

10th hop is only 13ms

If some OTHER server - like the game server - has problems, there isn't much RoadRunner can do.

Dude, your screenshot shows a 22ms ping to the speedtest server. If your game is telling you 1 second at the same time, it is pretty obvious to me that the game server may be at fault. ;)
