If I'm forced to buy music I don't want per month then rest assured that I will pirate the music and movies that I'm paying for with the "broadband tax". No way in hell I should be forced to pay a bill for services I didn't request.
If you own a home and pay property taxes, then you already ARE paying for services you didn't request.
