| My Adsl Problem Please Help

I am having problem since 2 years with my adsl connection
very very slow uploading speed and i cannot attach file to emails cannot upload file through ftp, and all of sudden it start work fine for few hours and then again ..I
configure router several time,restarted, even my isp have reset and re configure the line many times and they are not helping anymore as they are saying i might have a problem with my electricity cables or with phone cables.
anyway i am having router from cellpipe lucent 20a .. i try to change routers also same result here is the stats of my router

These statics of my router never change i mean the line noise and Attenuation its remain same even the problem occurs or if its working fine .even after restarting the router.i read many topics here in forums that if problem like this the statics should be change like high attenuation
i have now 2 adsl connection and both are having same problem , i cant use line quality test cuz the isp is not supporting ping.
