They could then have deals covering 85% of the US market. I agree. The broadband competition state in the US is that, well, there is no competition. Get the major players to participate and it really doesn't matter what the smalls ISPs do or don't.
If this happens then I doubt people will stop file sharing. VPNs will just become a whole lot more popular.
