They do raise them to cover programming costs--- but they also raise them whenever they feel like it for other reasons, because they don't have enough a) Competition to keep pricing lower or b) regulation to achieve the same.
They know Americans love their TV, and they know most people depend on Internet now. Result: They know people will pay, and if they want to increase margins, so be it.
