Dragging the US (and other countries) into the plan is absolutely necessary for the program to work, as Australia is discovering. This actually has two benefits for the pro-censorship crowd: 1) You have the ACTA model to follow, which allows you to negotiate in secret with absolutely zero public input, then present each legislature with a fait accompli that they can only vote up or down.
