But by pulling the anti-smut provision, this proposal may have lost 2 votes on the commission - the 2 Republicans. While MAYBE picking up the 2 Dems on the FCC, I doubt they will do anything with this until Martin is gone and a new FCC chair is in place. I think the Dems will wait until the new Chairman is in place and the sweetheart deal Martin has pushed for M2Z may no longer be on the table.

My armchair QB view is that Martin wouldn't have brought this back up unless he had the votes and can do it on circulation (quickly).
The "take-it-down-and-focus-on-DTV" excuse (lie) was just an excuse to avoid an embarrassing public vote-down. If it was truth, we wouldn't have ANY new proposal today. If he didn't think he could pass it, we also wouldn't have ANY new proposal today.
