My armchair QB view is that Martin wouldn't have brought this back up unless he had the votes and can do it on circulation (quickly).
The "take-it-down-and-focus-on-DTV" excuse (lie) was just an excuse to avoid an embarrassing public vote-down. If it was truth, we wouldn't have ANY new proposal today. If he didn't think he could pass it, we also wouldn't have ANY new proposal today.
