Newwave could be source of multiple download failures?

So while reinstalling Windows XP & installing Ubuntu 8.10 on a Dell inspiron 531 I noticed that I was getting a bunch of hash failures and bad cab/zip files.

My troubleshooting steps/results have included:

1. nVidia networking software or other specific machine issue

Tested by downloaded files on other machines (Vista laptop, and 2 XP desktops) archives corrupted on initial downloads as opened on those machines.

2. Server issue somehow

Files of interest were from the main US ubuntu repositiories, Microsoft download servers and Dell support attempted multiple times on those multiple machines over the past 3 days.

3. Router problem

Using a D-Link WBR-2310...upgraded firmware to 1.05. No change on any download.

Bypassed router, downloads still corrupt.

4. Motorola SB4200 cable modem or upstream

Speed tests from here have failed both times so far.."Connection Problems. Please Try Again"

Line Quality Test, 2 so far, passed both, but the 8th hop on East/West for both tests failed, 100% packet loss; not sure how that is significant, but I'm hoping it is.

Should hop 8 be at my gateway?

72.51.246.1 is the address my router tells me is my gateway...and 9 is my ip

Suggestions?
