None of the WRT series supports static DHCP as I doubt many consumer router will - with stock firmware.

SMC Barricade 7004BR (certain newer (stock) firmware revisions; really ancient)
Netgear FR114P (now obsolete)
Netgear FV114 (possibly obsolete)
D-Link D-714UP
D-Link DIR-655

I could probably find others that I have not owned. I'd guess anything beyond cheap $19 specials.

My WRT310N supports DHCP address reservation with the stock firmware.
