Ok less than half of those with broadband in the US have a connection faster than 3 Mbps. 3 Mbps isn't very good for Hulu even though they say you don't need a connection that fast. face it even if your ISP has you on a 3 Mbps plan if you get 90% of that you'll be lucky.
