My cousin still has a Dell Dimension from years back that was XP Home preloaded with only 128MB ram which is around the equivalent of 512MB for Vista. Runs, but just barely. And don't attempt to run anything but Wordpad or any other smallish app. And my old Gateway came with 256MB with xp home.
I don't know why people keep forgetting that XP was just as bad during it's infancy as Vista (well, Vista might be worse, but not these huge margins that most are claiming).
And I don't know where you're reading into the idea of a Govt. entity of mandating people use such a relatively new OS such as Vista. And I'd find it even harder to believe someone such as the pentagon would be involved with that considering the extremely strict security guidelines they have (Not saying Vista isn't secure, it's the uncertainty involved in comparison to say Win2k or XP which have been out long enough to a point they can locked down tighter than fort knox if so desired.). -- I swear, some people should have pace-makers installed to free up the resources.
