i like that idea, shouldn't be that hard to figure out IP addresses that are used by NZ government. better yet, you probably could convince any politician that 127.0.0.0/8 should be banned. if you can get a real response from the idiot politicians, use a couple IP in the header of the email that they send back.

Convince them that 0.0.0.0 /0 should be banned
and that they should do MAC level banning of FF:FF:FF:FF:FF:FF
