The funds from for the cards did not come from taxes, but rather from some of the proceeds from the FCC auction/sale to cell phone companies, etc for the rights to use of the 700 mhz UHF spectrum that will no longer carry TV.
Applying for the cards clearly informed you they would expire after 60 or 90 days, and the cards themselves clearly had expiration dates embossed on them.
