Computer Noise Unbearable Dell 690

Dell 690, noise is not from vibrations or fan being bad, the noise is the fact of I think of the hardware I have it in, and the fans start to crank up and gets really loud in my office. The avg temp in the room is about 64, but easly goes to 68 when this box is on. Box is used for several things so there always fair amount of load on it.
As for the fans, There one large one at the bottom that used to cool the CPU's and memory, then 2 more in the middle of the case, i don't know the exact size off the top of my head. My question is can I buy some other type of fans that will fit the dell that won't be so loud? Or do I need to find a new location for the system and just remote into it? Cannot stand it in my office anymore though.

What's the service tag? I wonder if this thing has dynamic fan speed control, and either A) the control isn't working, or B) the computer is working hard all the time and the fans never have a chance to slow down.

On Dell's page, two people reviewed this model as "quiet" - but they could be half deaf, too.

What is the average CPU load at idle (when you're not actively using it)?
