No pairing of the 700's to separate remotes is possible. Not quite sure of the entire set-up you are dealing with here is, but would an IR flasher dedicated to each 700 with an IR receiver located at each TV be possible? If so, check out my post within the RF Remote thread for the Niles equipment link. Just a thought.
