Re: 15 meter of cable to much ? That small white one looks like standard indoor 2pair voice grade copper.
Wiring isn't my field (I haven't had formal training on it) but... I don't think that should be outside, weather can deteriorate it.
Theres diffract classes of wire for a reasons (Outdoor/outdoor-uv resistant/burial grade)
For my phone to the demarc I ran CAT5e STP OUTDOOR-UV resistant wire and grounded it on one end.
If you want to just run a temp cat5e network cable to the demarc as a test (Or get your stats from the demarc) you can rule out that wire as the problem. |
