could we take the box on the road and attach wherever we are, across the country, across the world? how would they know where the box is attached?

Femtocells have GPS receivers inside that only allow them to work inside a carrier's licensed coverage area. Take them outside that area, and they won't work. This is done because they transmit radio signals on licensed bands. If they worked anywhere, they could interfere with another carrier or, in the case of taking them to a country with different wireless bands, whatever service operated in the North American bands in that country.
