It's 3Mb down and 3Mb up, not 9Mb - the '3x3' moniker is quite a stupid, confusing marketing idea, I agree.
I think it was the use of the word 'bonded' that led me to believe it was 3x3 megabit circuits. It's not a bonded circuit, as near as I can tell, just a 3 megabit Ethernet circuit.
