They overbuilt an area where Comcast or TWC or who ever else was the main provider previously. <br><br>Overbuilding and building out a new plant in an previously unserved area by one company would mean the same thing.]]></description>

The 1st article you referred to is that VZ is "overbuilding" in Texas where U-Verse is offered which isn't really an overbuild... just competition.]]></description>
