I believe he means that they are laying fiber in an area they did not have copper (pots and dsl) before.

Frisco, TX		 Thats right.I've seen guys digging trenchs and laying fiber about 2 blocks south of where I live.I've noticed little flags popping up on my block.So,it should'nt be much longer.
