Can you connect the modem to the NID and pull the stats from there? I'm guessing there is some sort of internal wiring problem.

How do I give the modem power outside? My NID is pretty far from any power outlet.

I've never noticed any noise on the line, no.

The only accurate way is to have the phone company do a mechanized loop test (MLT). This does a parametric test of the line. As a back of the envelop multiplying downstream attenuation by 250 gives you some idea. Keep in mind distance is a function of type of wire used and bridged taps.

Either use an extension cord to power up the modem at the NID or get a telephone extension cord to plug into the NID while modem and you stay nice and warm in the house.
