Here is a link that about 1/2 way down lists all the different combo's adding Draenei or being in a group with a Druid etc..but base Arcane mage against lvl 83 (Raid lvl bosses) if all you do is Heroic you need to add 0%..

So to cover not getting specific buffs in a raid group just cover 289 as a Arcane spec'ed Mage and your hit capped no matter what the party/raid has in it. Also some buffs only work if the toon is in your group of the raid not just in the raid it's self.

I was amazed at the damage difference frost to Arcane made in DPS.. I saw one hit for 15K last night on the 4th Arcane BLast and I still do good AOE damage with blizzard even as a Arcane...

I need to lower my hit and raise haste since Frost needed 368 hit .. so more DPS should follow with that also..

Most of what you said is correct, Mike. However you only need 7% after talents and raid buffs to be capped.

What spriest talent is the one that grants +3% hit to the group? I was looking at the talent tree and the only talent is Shadow Focus 3/3 which grants 3% hit and 6% reduced mana to shadow spells, however, it doesnt mention anything of granting the hit the party as well?

Assuming you have a shadowpriest, you now are looking at talents. How much hit rating do talents afford you? The first tier of arcane talents gives you 3% hit rating for your arcane talens. So now, if you've got an spriest, you only need 11%. 14% without.
