Just because the IP is assigned to them doesn't mean that the IP is one THEIR router.
TWC does have external peers, so that they can connect to the Internet. When they connect to these peers, someone must assign a network for the connection. Whether it's TWC or the other company.
That's kind of how the Internet works. |

Video Player Issues: Incomplete buffering
If the video's buffering is interrupted in any way, an incomplete copy can get stuck in your cache and never fully buffer. You can attempt to restart the buffering by clearing your browser's cache. If the issue continues to happen, you might want to check the stability of your internet connection.

i noticed my modem resetting as they trasferd me to level 2 (they did not say that they were going to reset it)
the QOS was at 85% after they reseted it
then they reseted it again
now it's only QOS is only 29% |

I wouldn't say to blame TW - IMO It is due to something on youtube's end. There's no need for you to be going to Dallas, Houston before the bad IP in NY before being sent back to an IP in California for youtube. When I did a tracert that's just part of all the US I visited just to go back to Northern California. My highest ping was 75ms and that was at that IP in NY that was formerly assigned to Adelphia and now RR east.

ok if yall look at he trace RT's more closely the router is located in Dallas / Fort Worth most of my RR traffic goes through that hop when connecting to my office vpn. But i cant post a trace cause Time Warner is doing upgrades so my net is out. and where do yall get new york in all of this anyway? |

not even peak hours yet
peak hours are from 3:30PST
to 11pm
Note: i ALL READY TRYED ANOTHER MODEM WITH Same Result
things i tryed
1. without spliter
2 Another Computer (Way Faster then my desktop Core 2 Duo 4GB ram)
3 another Modem (UNKNOWN Brand) possable Arris modem does not support power boost
4 without Router(its more Powerfull then your cheap dlink router anyways ) |
