Pursuant to section 39 of the Telecommunications Act, certain information in this response is being provided in confidence to the Commission. Release of this information on the public record would allow existing and potential competitors to formulate more effective business plans and marketing strategies, thereby prejudicing the Companies' competitive position and causing specific direct harm to the Companies. An abridged version is provided for the public record.
