I ass/u/me you are correct. at&t has a "security measure" for their offering.
I don't need this as I get 5 bars in my teeth in the swamps of Jersey on at&t, T-Mobile and Verizon. As for free minutes; I use Tracfone as I don't want to talk to anybody that would call me on the phone.

No, it is locked down to 3 cell phones... Only the phones you want it to work on can use it. Nobody will be stealing your bandwith. |
