Any place in the state of Pennsylvania east of Shittsburgh and North of Philly. Copper hasn't been replaced in oh, say, 75 years or so. As a result, if the winds blows too hard the phone lines go out. Same goes for electricity, but fault lies with another utility not Verizon.
