Re: I agree for the most part... Imagine if you paid for 40,000 DSL Lines, and 2,240,000GB (7,000Mbps) of backbone traffic every month and were being told all of a sudden that Joe user #33004, #4503 & #34207 were somehow abusing their DSL connections and another 1000-2000 or so were deemed abusers also, so they're now going to take over our network (being as their responsibility stops in Toronto, where the Internet starts) and make decisions that aren't theirs to make!
...all in the name of network management? On something I paid in full for!? Unlike DSL connections we're not paying for "up to" services... we're paying for an aggregation of services, which some, apparently had no intentions on delivering.
This is all one big bad dream right now!
