According to official U.S. Policy, as ratified in the 1996 Telecom Act, no it isn't. Affordable broadband is deemed important enough that it is to be made available to all Americans; e.g., it's not considered the same as providing a Starbucks on every corner.
BTW, you guys have a waaay too idyllic, unrealistic view of rural living. Very few are wealthy landowners living on luxurious estates. |
