Maxed out indeed. No one will come clean and tell me if they've tested higher frequencies (like EIA channel 119 or 120). So based on EIA channel 118 being the highest available frequency, were topped off.

Moving SD to 15:1 muxes and possibly reorganizing some current muxes may get us a little bit of space, but the easiest thing to do is migrate analog. Analog migrations have been pushed back to March, due to the "migration freeze" that went into effect to not confuse customers between cable digital migration and OTA digital migration.
