As far as whether TWC is traffic shaping, yes they do. People who say otherwise know nada. Maybe read this: »[TWC] TW Officially Announces Packet Shaping for All RR Users
In the end though, it does not matter if it is traffic shaping or just an overloaded node in the evenings or weekends. The results are reduced download. It sucks. RR SoCal network is a mismanaged mess.
Do not use speed tests results from speedtest.net using fastsoft.com LA server. It will nearly always show good download speeds even with a slow connection. Funny how fastsoft gets away with this deception. Use speakeasy or a different speed test site or a known fast ftp server to test when you think your connection is slow and want to test it. |
