Fluctuations are very normal for task manager. Downloads start off slow, and gain speed to get the average usually. You also have to keep in mind that wherever you are downloading from, it's not guaranteed that they can sustain a high upload to you. Hence why it peaks at 1300 KB/sec. Which is approximately a connection of 10 Mbit/sec.

I just have a general question about downloading fluctuations on a cable connection. I just recently switched to cable from 5-7 years of ADSL from bellsouth (ATT) and never remember the rates fluctuating so badly. I am just curious if it is normal to see my download rate jump up/down like what is seen in my attachment screenshot? Mind you that when I upload the connection doesn't flux anywhere near as much as when i download. On my network monitor I see it jump from 400KB/s to 1300KB/s often and then settle for a few seconds around 760KB/s and so on. I have RoadRunner through BrightHouse Networks 7mbit/512kbit, and from my understanding i don't have power-boost (only in Turbo package). I am located in Melbourne, FL but my hostmask is cfl.rr.com.
