I highly doubt that this would be the end of US piracy. First of all, not all ISPs will be participating. Secondly, there has always been a technological arms race between the pirates and the content owners. The ISPs get 3 Strikes and filters and the pirates will find ways around the filters and will find ways to stay undetected.

Exactly. So far it's the ISP's that don't have the networks to handle it. Notice Verizon (FIOS) has said they have no interest in playing NetCop on this one.
