Those with tightly locked down wireless who do not engage in copyright infringement have nothing to worry about in most cases.

False positives don't seem to be likely.

There is very little potential for abuse of this system.

Or it could all go terribly wrong and turn into chaos.

Either way it will be interesting to watch.

The reasoning behind bandwidth caps, is poorly implemented network infrastructure. You don't sell a product/service if you cannot supply it. Instead of upping speed tiers, maybe just reduce the amount of speed, and wait until the last mile can sustain, this added 'usage'.
