Now, if telcos/cable trained techs in First-response or EMT, then kudos.

I'm just surprised "any" tech takes the initiative to do something beyond their ability. When I read this, I am happy and sad (as you know there are others that will make that good news disappear quite fast...sleeping on the job, stealing, stalking, inappropriate behavior, soliciting, and then there are the sue-happy ones...).

I have to agree with this statement.

Too many people don't want to get involved because of the chance they might get sued. Seen it happen many times when someone attempts to help someone else out only to get sued later or get hurt by the person they are trying to help. Even if the lawsuit is thrown out, you still have legal fees to pay.
