That reminds me of those guys with huge upper bodies and scrawny legs.
That's cable for you I'm afraid. Remember you said that cable can, until the upstream bonding is resolved it can up to 26.4Mbit per upstream and 20Mbit of that being used will degrade latency for the rest of the customers on that upstream.

So 5Mbit is a relatively safe number for now.
