I'm on the fence if charging a customer for damaged equipment is proper or not.. but if you own the home, and have insurance, (or renters insurance) and even in disaster, I think you should be responsible to pay the provider back. I was always raised that you take care of others before you take care of yourself.. ie: If I had property that belonged to someone else, I take care of them before I take care of my own.
While I agree they should pay for the equipment, the issue was ATT and Dish didn't want to wait for the money from insurance. Here is the article from DSLReports back on October 26th, 2007.

I have no problem with paying a cable or dish service for their equipment when it is destroyed by fire but give it time for insurance to kick in.
