Those questions should be answered before customers are forced to upgrade. Depends on how much competition there is in your area. Here, there is 1 other BB provider: DSL. When Cocks decided to "powerboost" last summer, they replaced the crappy rental modem with an even crappier freebie, but I'm sure only those subscribers with "triple" play got it. Everyone else subscribing only to high speed cable probably had to pay for it or buy their own.
