Maybe. The mapping provision could be useful if done correctly. The problem with this country's approach to broadband has traditionally been follow up. The bill could contain a million brilliant propositions, but if nobody accurately maps broadband coverage, or nobody holds anybody accountable across a wide slew of well-lobbied agencies, it all means nothing.
